I think the answer is twofold. One of them, ultimately, nobody is innocent. All have sinned and fall short of the glory of God (Romans 3:23) and were by nature children of wrath (Ephesians 2:3). No one is innocent. Though this is biblically accurate, it does not meet the emotional issue. Why young infants suffering from things they have not done? I must admit that I do not know. Ultimately, we must trust in God, who knows the beginning of the end and see the big picture. He will have the last word and he will be vindicated. Conclusion The suffering is the result of human sin. The world is not the way God created and therefore, all are vulnerable to the effects of sin in the world. Why does a person suffer and another does not? Why catastrophes happen to some and not others? It is because sin is in the world. But there will come a day when the Lord will return and cleanse this world of sin and suffering. "And God will wipe away every tear from their eyes, and no more death, neither sorrow, nor crying, neither shall there be any more pain: for the former things have passed away "(Revelation 21:4).
